There was a reduction in the number of financial penalties for HIPAA violations in 2021 from the record number of penalties of 2020, with OCR’s decision to finalize penalties potentially being affected by the COVID-19 pandemic. In January 2021, one of the largest ever HIPAA fines was imposed on Excellus Health Plan.
